Habakkuk 1:14

וַתַּעֲשֶׂ֥ה אָדָ֖ם כִּדְגֵ֣י הַיָּ֑ם כְּרֶ֖מֶשׂ לֹא־מֹשֵׁ֥ל בֹּֽו׃

And You make mankind like the fish of the sea, like creeping things that have no ruler over them.
