Deuteronomy 10:16

וּמַלְתֶּ֕ם אֵ֖ת עָרְלַ֣ת לְבַבְכֶ֑ם וְעָ֨רְפְּכֶ֔ם לֹ֥א תַקְשׁ֖וּ עֹֽוד׃

And you shall circumcise the foreskin of your heart, and your neck shall no longer be stiff.
