Isaiah 59:1

הֵ֛ן לֹֽא־קָצְרָ֥ה יַד־יְהוָ֖ה מֵֽהֹושִׁ֑יעַ וְלֹא־כָבְדָ֥ה אָזְנֹ֖ו מִשְּׁמֹֽועַ׃

Behold, the hand of YHWH is not too short to save, nor is His ear too heavy to hear.
