Deuteronomy 1:13

הָב֣וּ לָ֠כֶם אֲנָשִׁ֨ים חֲכָמִ֧ים וּנְבֹנִ֛ים וִידֻעִ֖ים לְשִׁבְטֵיכֶ֑ם וַאֲשִׂימֵ֖ם בְּרָאשֵׁיכֶֽם׃

Provide for yourselves men who are wise, understanding, and knowledgeable, from your tribes, and I will appoint them as your leaders.’
