Exodus 20:21 (Exodus 20:18)

וַיַּעֲמֹ֥ד הָעָ֖ם מֵרָחֹ֑ק וּמֹשֶׁה֙ נִגַּ֣שׁ אֶל־הָֽעֲרָפֶ֔ל אֲשֶׁר־שָׁ֖ם הָאֱלֹהִֽים׃ פ

And the people stood at a distance, but Moshe drew near to the thick darkness where the God was.
