Exodus 9:2

כִּ֛י אִם־מָאֵ֥ן אַתָּ֖ה לְשַׁלֵּ֑חַ וְעֹודְךָ֖ מַחֲזִ֥יק בָּֽם׃

For if you refuse to let them go and still hold them fast,
