Habakkuk 2:12

הֹ֛וי בֹּנֶ֥ה עִ֖יר בְּדָמִ֑ים וְכֹונֵ֥ן קִרְיָ֖ה בְּעַוְלָֽה׃

Woe to him who builds a city with bloods and establishes a town with injustice.
