Numbers 10:7

וּבְהַקְהִ֖יל אֶת־הַקָּהָ֑ל תִּתְקְע֖וּ וְלֹ֥א תָרִֽיעוּ׃

And when you gather the assembly, you shall blow, but you shall not sound a blast.
