Exodus 32:9

וַיֹּ֥אמֶר יְהוָ֖ה אֶל־מֹשֶׁ֑ה רָאִ֨יתִי֙ אֶת־הָעָ֣ם הַזֶּ֔ה וְהִנֵּ֥ה עַם־קְשֵׁה־עֹ֖רֶף הֽוּא׃

And YHWH said to Moshe, “I have seen this people, and behold, they are a stiff-necked people.
