Leviticus 16:8

וְנָתַ֧ן אַהֲרֹ֛ן עַל־שְׁנֵ֥י הַשְּׂעִירִ֖ם גֹּורָלֹ֑ות גֹּורָ֤ל אֶחָד֙ לַיהוָ֔ה וְגֹורָ֥ל אֶחָ֖ד לַעֲזָאזֵֽל׃

And Aharon shall cast lots over the two goats, one lot for YHWH and one lot for Azazel.
