Leviticus 16:9

וְהִקְרִ֤יב אַהֲרֹן֙ אֶת־הַשָּׂעִ֔יר אֲשֶׁ֨ר עָלָ֥ה עָלָ֛יו הַגֹּורָ֖ל לַיהוָ֑ה וְעָשָׂ֖הוּ חַטָּֽאת׃

And Aharon shall present the goat on which the lot for YHWH fell, and he shall make it a sin offering.
