Leviticus 16:7

וְלָקַ֖ח אֶת־שְׁנֵ֣י הַשְּׂעִירִ֑ם וְהֶעֱמִ֤יד אֹתָם֙ לִפְנֵ֣י יְהוָ֔ה פֶּ֖תַח אֹ֥הֶל מֹועֵֽד׃

And he shall take the two goats and present them before YHWH at the entrance of the Tent of Meeting.
