Numbers 22:2

וַיַּ֥רְא בָּלָ֖ק בֶּן־צִפֹּ֑ור אֵ֛ת כָּל־אֲשֶׁר־עָשָׂ֥ה יִשְׂרָאֵ֖ל לָֽאֱמֹרִֽי׃

And Balaq, son of Tsippor, saw all that Yisra’el had done to the Emori.
