Isaiah 40:23

הַנֹּותֵ֥ן רֹוזְנִ֖ים לְאָ֑יִן שֹׁ֥פְטֵי אֶ֖רֶץ כַּתֹּ֥הוּ עָשָֽׂה׃

The One who gives rulers to nothing, He makes the judges of the earth as chaos.
