Micah 2:5

לָכֵן֙ לֹֽא־יִֽהְיֶ֣ה לְךָ֔ מַשְׁלִ֥יךְ חֶ֖בֶל בְּגֹורָ֑ל בִּקְהַ֖ל יְהוָֽה׃

Therefore there shall not be for you one casting a measuring line in the lot in the assembly of YHWH.
