Zechariah 2:5 (Zechariah 2:1)

וָאֶשָּׂ֥א עֵינַ֛י וָאֵ֖רֶא וְהִנֵּה־אִ֑ישׁ וּבְיָדֹ֖ו חֶ֥בֶל מִדָּֽה׃

And I lifted my eyes and I saw, and behold a man, and in his hand a measuring cord.
