Deuteronomy 28:44

ה֣וּא יַלְוְךָ֔ וְאַתָּ֖ה לֹ֣א תַלְוֶ֑נּוּ ה֚וּא יִהְיֶ֣ה לְרֹ֔אשׁ וְאַתָּ֖ה תִּֽהְיֶ֥ה לְזָנָֽב׃

He will lend to you, but you will not lend to him; he will be the head, and you will be the tail.
