Numbers 27:16

יִפְקֹ֣ד יְהוָ֔ה אֱלֹהֵ֥י הָרוּחֹ֖ת לְכָל־בָּשָׂ֑ר אִ֖ישׁ עַל־הָעֵדָֽה׃

“May YHWH, the God of the spirits of all flesh, appoint a man over the congregation
