Isaiah 32:1

הֵ֥ן לְצֶ֖דֶק יִמְלָךְ־מֶ֑לֶךְ וּלְשָׂרִ֖ים לְמִשְׁפָּ֥ט יָשֹֽׂרוּ׃

Behold, by righteousness a king shall reign, and for princes, justice they shall rule.
