Jeremiah 48:10

אָר֗וּר עֹשֶׂ֛ה מְלֶ֥אכֶת יְהוָ֖ה רְמִיָּ֑ה וְאָר֕וּר מֹנֵ֥עַ חַרְבֹּ֖ו מִדָּֽם׃

Cursed is he who does the work of YHWH deceitfully, and cursed is he who holds back his sword from blood.
