Isaiah 14:17

שָׂ֥ם תֵּבֵ֛ל כַּמִּדְבָּ֖ר וְעָרָ֣יו הָרָ֑ס אֲסִירָ֖יו לֹא־פָ֥תַח בָּֽיְתָה׃

He made the world like a wilderness and destroyed its cities; his prisoners he did not open the house for release.
