Isaiah 3:4

וְנָתַתִּ֥י נְעָרִ֖ים שָׂרֵיהֶ֑ם וְתַעֲלוּלִ֖ים יִמְשְׁלוּ־בָֽם׃

And I will make youths their princes, and capricious ones shall rule over them.
