Isaiah 40:13

מִֽי־תִכֵּ֥ן אֶת־ר֖וּחַ יְהוָ֑ה וְאִ֥ישׁ עֲצָתֹ֖ו יֹודִיעֶֽנּוּ׃

Who has directed the spirit of YHWH, or as a man of His counsel has made Him know?
