Isaiah 45:13

אָנֹכִי֙ הַעִירֹתִ֣הֽוּ בְצֶ֔דֶק וְכָל־דְּרָכָ֖יו אֲיַשֵּׁ֑ר הֽוּא־יִבְנֶ֤ה עִירִי֙ וְגָלוּתִ֣י יְשַׁלֵּ֔חַ לֹ֤א בִמְחִיר֙ וְלֹ֣א בְשֹׁ֔חַד אָמַ֖ר יְהוָ֥ה צְבָאֹֽות׃ פ

I Myself have stirred him up in righteousness, and all his ways I will level; he shall build My city, and he shall release My exile, not for a price and not for a bribe,” said YHWH of Hosts.
