Isaiah 46:11

קֹרֵ֤א מִמִּזְרָח֙ עַ֔יִט מֵאֶ֥רֶץ מֶרְחָ֖ק אִ֣ישׁ עֲצָתוֹ אַף־דִּבַּ֨רְתִּי֙ אַף־אֲבִיאֶ֔נָּה יָצַ֖רְתִּי אַף־אֶעֱשֶֽׂנָּה׃ ס

Calling from the east a bird of prey, from a far land the man of his counsel; indeed, I have spoken—indeed, I will bring it, I have formed it—indeed, I will do it.
