Numbers 35:31

וְלֹֽא־תִקְח֥וּ כֹ֨פֶר֙ לְנֶ֣פֶשׁ רֹצֵ֔חַ אֲשֶׁר־ה֥וּא רָשָׁ֖ע לָמ֑וּת כִּי־מֹ֖ות יוּמָֽת׃

You shall not accept ransom for the life of a murderer who is guilty of death; he shall surely be put to death.
