Deuteronomy 17:2

כִּֽי־יִמָּצֵ֤א בְקִרְבְּךָ֙ בְּאַחַ֣ד שְׁעָרֶ֔יךָ אֲשֶׁר־יְהוָ֥ה אֱלֹהֶ֖יךָ נֹתֵ֣ן לָ֑ךְ אִ֣ישׁ אֹו־אִשָּׁ֗ה אֲשֶׁ֨ר יַעֲשֶׂ֧ה אֶת־הָרַ֛ע בְּעֵינֵ֥י יְהוָֽה־אֱלֹהֶ֖יךָ לַעֲבֹ֥ר בְּרִיתֹֽו׃

If there is found among you, within one of your gates which YHWH your God gives you, a man or a woman who does what is evil in the sight of YHWH your God, by transgressing His covenant,
