Isaiah 54:9

כִּי־מֵ֥י נֹ֨חַ֙ זֹ֣את לִ֔י אֲשֶׁ֣ר נִשְׁבַּ֗עְתִּי מֵעֲבֹ֥ר מֵי־נֹ֛חַ עֹ֖וד עַל־הָאָ֑רֶץ כֵּ֥ן נִשְׁבַּ֛עְתִּי מִקְּצֹ֥ף עָלַ֖יִךְ וּמִגְּעָר־בָּֽךְ׃

“For this is as the waters of Noaḥ to Me, just as I swore that the waters of Noaḥ should no more pass over the earth, so have I sworn not to be angry with you nor to rebuke you.
