Deuteronomy 5:2

יְהוָ֣ה אֱלֹהֵ֗ינוּ כָּרַ֥ת עִמָּ֛נוּ בְּרִ֖ית בְּחֹרֵֽב׃

YHWH our God made a covenant with us at Ḥorev.
