Ezekiel 26:3

לָכֵ֗ן כֹּ֤ה אָמַר֙ אֲדֹנָ֣י יְהוִ֔ה הִנְנִ֥י עָלַ֖יִךְ צֹ֑ר וְהַעֲלֵיתִ֤י עָלַ֨יִךְ֙ גֹּויִ֣ם רַבִּ֔ים כְּהַעֲלֹ֥ות הַיָּ֖ם לְגַלָּֽיו׃

Therefore thus says the Lord YHWH: ‘Behold, I am against you, Tzor, and I will bring up against you many nations, as the sea brings up its waves.
