Micah 3:10

בֹּנֶ֥ה צִיֹּ֖ון בְּדָמִ֑ים וִירוּשָׁלִַ֖ם בְּעַוְלָֽה׃

Building Tsiyyon with bloodshed and Yerushalayim with injustice.
