Numbers 20:23

וַיֹּ֧אמֶר יְהוָ֛ה אֶל־מֹשֶׁ֥ה וְאֶֽל־אַהֲרֹ֖ן בְּהֹ֣ר הָהָ֑ר עַל־גְּב֥וּל אֶֽרֶץ־אֱדֹ֖ום לֵאמֹֽר׃

And YHWH said to Moshe and to Aharon at Mount Hor, on the border of the land of Edom, saying,
