Deuteronomy 20:10

כִּֽי־תִקְרַ֣ב אֶל־עִ֔יר לְהִלָּחֵ֖ם עָלֶ֑יהָ וְקָרָ֥אתָ אֵלֶ֖יהָ לְשָׁלֹֽום׃

When you approach a city to fight against it, you shall call to it for peace.
