Deuteronomy 22:18

וְלָֽקְח֛וּ זִקְנֵ֥י הָֽעִיר־הַהִ֖וא אֶת־הָאִ֑ישׁ וְיִסְּר֖וּ אֹתֹֽו׃

And the elders of that city shall take the man and discipline him.
