Isaiah 28:2

הִנֵּ֨ה חָזָ֤ק וְאַמִּץ֙ לַֽאדֹנָ֔י כְּזֶ֥רֶם בָּרָ֖ד שַׂ֣עַר קָ֑טֶב כְּ֠זֶרֶם מַ֣יִם כַּבִּירִ֥ים שֹׁטְפִ֛ים הִנִּ֥יחַ לָאָ֖רֶץ בְּיָֽד׃

Behold, a strong and mighty one belongs to the Lord—like a storm of hail, a tempest of destruction, like a storm of mighty overflowing waters, he will throw down to the earth with a hand.
