Isaiah 44:26

מֵקִים֙ דְּבַ֣ר עַבְדֹּ֔ו וַעֲצַ֥ת מַלְאָכָ֖יו יַשְׁלִ֑ים הָאֹמֵ֨ר לִירוּשָׁלִַ֜ם תּוּשָׁ֗ב וּלְעָרֵ֤י יְהוּדָה֙ תִּבָּנֶ֔ינָה וְחָרְבֹותֶ֖יהָ אֲקֹומֵֽם׃

Establishing the word of His servant and the counsel of His messengers He completes; saying to Yerushalayim, “You shall be inhabited,” and to the cities of Yehuda, “You shall be built,” and her ruins I will raise up.
