Isaiah 55:4

הֵ֛ן עֵ֥ד לְאוּמִּ֖ים נְתַתִּ֑יו נָגִ֥יד וּמְצַוֵּ֖ה לְאֻמִּֽים׃

Behold, I have given him as a witness to the peoples, a leader and commander for the peoples.
