Numbers 27:19

וְהַֽעֲמַדְתָּ֣ אֹתֹ֗ו לִפְנֵי֙ אֶלְעָזָ֣ר הַכֹּהֵ֔ן וְלִפְנֵ֖י כָּל־הָעֵדָ֑ה וְצִוִּיתָ֥ה אֹתֹ֖ו לְעֵינֵיהֶֽם׃

And you shall set him before Elʿazar the priest and before all the congregation, and you shall command him in their sight.
