Numbers 7:2

וַיַּקְרִ֨יבוּ֙ נְשִׂיאֵ֣י יִשְׂרָאֵ֔ל רָאשֵׁ֖י בֵּ֣ית אֲבֹתָ֑ם הֵ֚ם נְשִׂיאֵ֣י הַמַּטֹּ֔ות הֵ֥ם הָעֹמְדִ֖ים עַל־הַפְּקֻדִֽים׃

And the leaders of Yisra’el, the heads of their ancestral houses, brought offerings. They were the leaders of the tribes, those who were in charge of the counting.
