Psalm 10:3

כִּֽי־הִלֵּ֣ל רָ֭שָׁע עַל־תַּאֲוַ֣ת נַפְשֹׁ֑ו וּבֹצֵ֥עַ בֵּ֝רֵ֗ךְ נִ֘אֵ֥ץ יְהוָֽה׃

For the wicked praises himself over the desire of his soul and the one greedy for gain blesses and despises YHWH.
