2 Kings 17:2

וַיַּ֥עַשׂ הָרַ֖ע בְּעֵינֵ֣י יְהוָ֑ה רַ֗ק לֹ֚א כְּמַלְכֵ֣י יִשְׂרָאֵ֔ל אֲשֶׁ֥ר הָי֖וּ לְפָנָֽיו׃

And he did what was evil in the eyes of YHWH, only not like the kings of Yisraʾel who were before him.
