Deuteronomy 20:12

וְאִם־לֹ֤א תַשְׁלִים֙ עִמָּ֔ךְ וְעָשְׂתָ֥ה עִמְּךָ֖ מִלְחָמָ֑ה וְצַרְתָּ֖ עָלֶֽיהָ׃

But if it does not make peace with you and makes war against you, then you shall besiege it.
