1 Kings 21:9

וַתִּכְתֹּ֥ב בַּסְּפָרִ֖ים לֵאמֹ֑ר קִֽרְאוּ־צֹ֔ום וְהֹושִׁ֥יבוּ אֶת־נָבֹ֖ות בְּרֹ֥אשׁ הָעָֽם׃

And she wrote in the letters, saying, “Proclaim a fast and seat Navot at the head of the people.
