Ezekiel 48:19

וְהָעֹבֵ֖ד הָעִ֑יר יַעַבְד֕וּהוּ מִכֹּ֖ל שִׁבְטֵ֥י יִשְׂרָאֵֽל׃

And the one who serves the city shall serve it out of all the tribes of Yisraʾel.
