Leviticus 13:1

וַיְדַבֵּ֣ר יְהוָ֔ה אֶל־מֹשֶׁ֥ה וְאֶֽל־אַהֲרֹ֖ן לֵאמֹֽר

And YHWH spoke to Moshe and to Aharon, saying,
