Numbers 20:2

וְלֹא־הָ֥יָה מַ֖יִם לָעֵדָ֑ה וַיִּקָּ֣הֲל֔וּ עַל־מֹשֶׁ֖ה וְעַֽל־אַהֲרֹֽן׃

And there was no water for the congregation, so they gathered together against Moshe and Aharon.
