Exodus 39:7

וַיָּ֣שֶׂם אֹתָ֗ם עַ֚ל כִּתְפֹ֣ת הָאֵפֹ֔ד אַבְנֵ֥י זִכָּרֹ֖ון לִבְנֵ֣י יִשְׂרָאֵ֑ל כַּאֲשֶׁ֛ר צִוָּ֥ה יְהוָ֖ה אֶת־מֹשֶֽׁה׃

And he placed them on the shoulder pieces of the ephod as memorial stones for the sons of Yisra’el, as YHWH had commanded Moshe.
