Numbers 1:19

כַּאֲשֶׁ֛ר צִוָּ֥ה יְהוָ֖ה אֶת־מֹשֶׁ֑ה וַֽיִּפְקְדֵ֖ם בְּמִדְבַּ֥ר סִינָֽי׃ פ

As YHWH commanded Moshe, and he numbered them in the wilderness of Sinai.
