Isaiah 60:10

וּבָנ֤וּ בְנֵֽי־נֵכָר֙ חֹמֹתַ֔יִךְ וּמַלְכֵיהֶ֖ם יְשָׁרְת֑וּנֶךְ כִּ֤י בְקִצְפִּי֙ הִכִּיתִ֔יךְ וּבִרְצֹונִ֖י רִֽחַמְתִּֽיךְ׃

And sons of the foreigner shall build your walls, and their kings shall serve you; for in My wrath I struck you, but in My favor I have had compassion on you.
