Exodus 40:37

וְאִם־לֹ֥א יֵעָלֶ֖ה הֶעָנָ֑ן וְלֹ֣א יִסְע֔וּ עַד־יֹ֖ום הֵעָלֹתֹֽו׃

And if the cloud was not lifted, then they would not set out until the day it was lifted.
